Epidemiology Consultant (Zicore)

Over the past 40 years, Medical Care Development International (MCDI), the international health division of Medical Care Development, Inc. (MCD), has worked to strengthen health systems through practical, evidence-based and high-impact interventions across several public health sectors in over 40 countries. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholder to improve the health outcomes of vulnerable populations. By joining MCDI, employees join a diverse network of highly capable individuals, many of whom are experts in their field. We are currently looking for an Epidemiology Consultant to join our team. The duration of the consultancy is until the end of September 2019.

The primary goals of the Consultancy are to provide technical assistance in the area of epidemiology and strengthen local data analysis capabilities amongst MCDI personnel in El Salvador and Guatemala. The consultancy will be carried out remotely, with periodic meetings at the MCDI office in Silver Spring, MD and 15-20% travel to field sites in El Salvador and Guatemala. Activities will be coordinated with the Senior Program Manager, Technical Officer, Assistant Project Officer, and Home Office Monitoring and Evaluation Officer, along with the ZICORE Chief of Party based in Guatemala.

Responsibilities:

The Epidemiology Consultant will:

• Conduct a review of the existing data management model and flow of information between MCDI Home Office, Field Office, and the Red Cross to diagnose weaknesses across all of the project’s primary data collection areas: entomological monitoring, SBCC intervention data, case surveillance and referrals. Develop written standard operating procedures for data management.
• Review the ArcGIS Online database to identify any systematic errors or inconsistencies with offline datasets.
• Provide technical assistance to Monitoring and Evaluation Officers in the monthly cleaning and analysis of project data.
• Provide technical assistance to field office and home office staff in the quarterly calculation of core indicators, including an additional layer of quality control.
• Support the ArcGIS Specialist in Guatemala to build the capacity of MCDI staff, Red Cross volunteers, and community volunteers in the use of electronic data entry using the Collector app for geo-located data.
• Assist in the development of online databases that use data entered electronically from the field to automatically calculate core entomological indicators to feed into a real-time data dashboard.
• Train/coach non-project staff to calculate selected entomological indices (container index, Breteau index, household index, etc.), groups of nine blocks/communities in 90th percentile for mosquito egg counts, analysis of pupal demographic survey results to identify the most productive container types for mosquito breeding, and the use of the dispersion index using simple tools such as Excel.
• Provide technical assistance on household survey sample size calculation, implementation of knowledge, attitudes and practices studies, and analysis of findings.

Qualifications/Requirements:

• Master’s degree in Epidemiology; Ph.D preferred
• 5 years of experience in public health research or practice
• Prior field work related to vector-borne diseases in South, Central America or the Caribbean
• Published record in peer-reviewed health journals
• Proficiency in Excel, ArcGIS, and statistical analysis software such as STATA, R, SPSS
• Ability to travel to remote locations in El Salvador and Guatemala and to walk long distances
• Fluency in English and Spanish

Location:
• Washington, DC – Remote (85% of LOE)
• Guatemala (42 communities) and El Salvador (7 communities) (15% of LOE)
