Monitoring, Evaluation and GIS Officer

MCDI is currently managing a portfolio of field projects including malaria, performance-based funding, sanitation and hygiene, Zika prevention and control and cervical cancer control. Each field project is funded by one or more donor agencies and has to comply with specific donor requirements on reporting of the activities and results achieved in order to continue receiving this funding, and to apply GIS technology per its program requirements.
To comply with this monitoring, evaluation and GIS activities, the majority of field projects has a point person implementing it. This HQ-based position will provide support to these field-based colleagues and their project to successfully implement their monitoring, evaluation and GIS activities. This position will lead the development of an organization based repository of indicators for every project, updated through the field-based databases.

Essential Job Functions:

M&E, GIS Strategy (30%)
• Support current and new MCDI field projects (with focus on their point persons on monitoring and evaluation) on reviewing, designing, and developing monitoring, evaluation and GIS systems which include:
• Conduct a systematic and participatory assessment on existing monitoring, evaluation and GIS activities for MCDI field projects.
• Provide contributions to the M+E sections of MCDI’s project proposals, including the preparation of Project Monitoring Plans and other related sections.

M&E and GIS Implementation (30%)
• Monitor the correct implementation of the monitoring, evaluation and GIS activities of MCDI field projects and provide relevant and timely recommendations for their improved performance.
• Support M&E and GIS field counterparts in the collection, reporting analysis of data collected by MCDI field projects
• Contribute in providing inputs, statistics, maps, and writing progress reports, technical reports, manuscripts, and business development proposals.
• Facilitate the exchange of information about the processes and data collected between MCDI's field projects, e.g. direct technical assistance, repository of all available data sets produced by MCDI field projects on the Cloud, webinars.
• Lead the development of a cloud-based indicator dashboard for all MCDI field projects, which will be accessible to MCDI staff at the field sites and at Home Office.

Operational Systems Support (20%)
• Provide recommendations/facilitate the adoption of innovative technologies related to monitoring, evaluation and GIS processes, operational functions, and analysis, that are in line and as they are developed by the global development community.
• In the Equatorial Guinea, priorities are:

Capacity building (20%)
• Support, organize, and/or conduct training of M&E and GIS technical teams when necessary for MCDI field projects.
• Promote the dissemination, review and eventual adoption of best practices of existing MCDI projects (and from elsewhere) across MCDI’s field projects. This dissemination can occur using diverse platforms (e.g. webinars, factsheets, field visits).

Qualifications, Skills and Experience:
• Minimum of a Bachelor’s degree in Epidemiology, Public Health or related area. A Master’s degree will be favorably considered.
• Minimum of 7 years of successful prior experience working with public health and/or development programs.
• Minimum of 5 years of successful experience as advisor or officer for monitoring and evaluation, and/or GIS, in those projects, either in the field or at headquarters.
• Successful experience in promoting innovations and change within field projects.
• "Professional general proficiency" in French or Spanish is recommended. Fluency in English is required.

Abilities:
• Proven ability to communicate well with, motivate, guide, and direct all levels of staff.
• Track record of strong commitment to sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit, both with Team members and across organizations.
• Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools.
• Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
• Broad experience in the design and implementation of capacity building activities in M&E.
• High level of proficiency in GIS packages, Windows Excel and/ or Statistical Software (SPSS, STATA).
• Advanced skills in data analysis presentation and report writing.
