Assistant Project Officer (APO) - Equatorial Guinea

The Assistant Project Officer (APO) - Equatorial Guinea will work under the supportive supervision and mentorship of the Program Manager, to progressively assume independent responsibility for various program management, and administrative functions related to supporting the programmatic and operational planning, management, monitoring and evaluation of MCDI's Equatorial Guinea (EG) portfolio. The AP* will draw on his programmatic expertise in the area of scientific research, management and administration to ensure that the EG projects (Malaria prevention and Cervical Cancer Screening and Treatment, CCST) comply with technical and programmatic requirements for success..

Roles and Responsibilities:

* Provide day-to-day program backstopping to the EG projects, providing technical input to the formulation and review of work plans, on the preparation of progress reports to donors, and on analysis of performance-related data.

* Timely preparation of annual work plans, updated LOP work plans, semi-annual and annual reports, preparation of dashboards, etc. for the donor and ensure technically coherence consistent with the goals and objectives of the EG projects.

* Responding to donor and partner requests for work plan budget modifications based on input provided by the field offices and, as required, in consultation with the Program Manager.

* Working with Human Resources, help to prepare TORs for field staff and consultants, assist in recruiting local personnel, and assisting the field office during the annual performance evaluation process..

* Assist in financial management functions including, supporting the field office in the preparation/modification of budgets, tracking expenditures, assisting in field procurement requests, assisting MCDI's home office finance team in vetting field office expense reports, supporting documentation, and monitorting financial disbursements.

Qualifications, Skills and Experience:

* Master's degree, preferably in public health, public administration, biological research, international development, or equivalent.

* At least 2-3 years of professional experience on large scale projects dealing with international issues

* Experience in program development and, particularly, proposal writing preferred

* Prior work experience in developing countries preferred.

* Speaks /can communicate in one foreign language, preferably French or Spanish

* Effective inter-personal skills, including multi-cultural settings.

* Effective team member, including demonstrated experience working effectively under time constraints and handling multiple priorities.

* Proficient in MS Office; Prior experience with SharePoint will be a plus

Languages: Proficiency in French and/or Spanish language required
