Software Developer

Software Developer for the Bioko Island Malaria Control Project (BIMCP), Equatorial Guinea Malaria Control Initiative (EGMVI) and the Equatorial Guinea Cervical Cancer Screening and Treatment (EG-CCST) Project

Background:

The Bioko Island Malaria Control Project (BIMCP-III) is five-year project (2014-2018), funded by the Government of Equatorial Guinea (EG) and Marathon Oil Corporation and its partners, AMPCO, Noble Energy, which seeks to substantially reduce morbidity and mortality caused by malaria on Bioko Island, Equatorial Guinea. The project's interventions build on those established during Phase I (2004-2008) and Phase II (2009-2013) and are centered on indoor residual spraying, distribution of long-lasting insecticidal nets, focal larval source control, vector surveillance, malaria diagnosis and case management, behavior change communication, and monitoring and evaluation. The project includes continued investments in human resources development and a strong commitment to capacity-building and integration to prepare the Ministry of Health and Social Welfare to assume responsibility for sustaining the malaria control activities introduced by the BIMCP. MCDI implements the BIMCP together with partner organizations including the London School of Hygiene and Tropical Medicine (LSHTM), the Liverpool School of Tropical Medicine (LSTM/IVCC) and Texas A&M University's AgriLife Research. Similarly, the Equatorial Guinea Malaria Vaccine Initiative (EGMVI) project aims to eliminate malaria on Bioko through the use of a sporozoite-based vaccine developed by Sanaria Inc., as such to eliminate malaria-attributable morbidity and mortality, improve the welfare of Equatoguineans and improve conditions for economic development Lastly, beginning in 2016 MCDI began implementing the Cervical Cancer Screening and Treatment Project (EG-CCST) in Equatorial Guinea on behalf of Noble Energy. The Project is currently in the second phase of implementation is focused on cancer prevention and early diagnosis at various locations through Equatorial Guinea.

As the BIMCP and EGMVI enter 2019, they will be funded under one Project named the Bioko Island Malaria Elimination Project. Activities are funded through the year 2023.

Overview of Position:

The EG Software Developer will be responsible for the continued design, implementation and production support of Medical Care Development International's (MCDI) Campaign Information Management System (CIMS). The CIMS is an electronic data collection program developed by MCDI in collaboration with the University of Southern Maine in 2015. The CIMS is an Android tablet-based application that has a GIS-based household database and census information, utilizing the OpenHDS platform. The system allows users to track campaign information to the individual households contained in the system. The ideal candidate for this role will be a solid technical contributor with an ability to work independently and within a team. (S)he will have good communication skills and a working knowledge of server and mobile software development with Java and Android. (S)he should understand and flourish working within an agile project management framework such as Scrum.

Roles and Responsibilities:

The Developer will work with all BIMCP, EGMVI, and CCST members in a collaborative manner and will promote a collegial and participatory approach to software development and implementation.

Software Development:
- Participate in project management activities to articulate, estimate and plan development targets
- Offer constructive, honest feedback in order to continually improve processes
- Design and develop software functionality
- Participate in and conduct code reviews
- Write project, product, and user-oriented documentation
- Conduct informal product reviews with non-developers
- Help to develop and uphold quality metrics for both functional and non-functional requirements, including security
- Collaborate actively with developers and users regularly
- Provide production support for overseas users

Qualifications, Skills and Experience:

- Experience developing software for mobile devices (android phones/tablets).
- Experience developing responsive cloud-based functionality (HTML/CSS/JavaScript, Spring Boot).
- Effectively work with source control and issue tracking (Git, GitHub, Jira).
- Effectively work with relational databases (Sqlite3, SQL, PostgreSQL).
- Experience with automated testing (Junit, WebDriver, Espresso etc.).
- Experience working with cloud-based automated build systems (CircleCI/TravisCI).
- Design and implement software using appropriate data structures and algorithms.
- Analyze, identify, and clearly articulate issues with, and improve upon someone else's code.
- Work effectively using Windows and Linux/UNIX operating systems.
- Work effectively with Docker containers in development and production.
- Ability to quickly diagnose networking and/or software performance issues over the Internet.
- Working knowledge of Internet-based networking (TCP/IP, SSL/TLS, DNS, DHCP, HTTP, mDNS).
- Ability to manage and support AWS-based cloud deployment (with minimal outages, costs).
- Experience working with non-profits, especially global health non-profits.
- Strong communication and interpersonal skills, with both technical and non-technical people.
- Experience working effectively within an Agile project management framework (Scrum).

Languages: Fluency in English is required, Spanish is highly desirable

Position: Associate- Mid level

Location: Silver Spring, MD, USA; Malabo, Equatorial Guinea, or remote

Starting date: Immediately

Term: Annual contract through December 2018 with the possibility of renewal, pending a funding agreement for Phase 4 (2019-2023)
